Cascais: where to start with an energy renovation

Municipality: Cascais

European recognition for the municipal programme raises a practical question for homeowners planning work: which measures suit their home?

Cascais was one of three finalists for the 2026 Local Sustainability Award with its Just Energy Transition Ecosystem. ICLEI announced the result on 14 October; Turin won the award.

The Cascais Green Fund for Families supports energy improvements. The municipal page lists measures including insulation, windows and equipment for heating and energy generation.

Start with the condition of the home

Before comparing quotes for windows or a heat pump, identify the problem the work should address. Are rooms cold in winter or too hot in summer? Are there leaks or condensation? A survey of the building should guide the choice of work.

The assessment should consider walls and roofs alongside windows, ventilation and existing equipment. A useful proposal explains what each measure is intended to achieve, how the work fits together and its sequence. Homeowners can then compare solutions aimed at the same outcome, rather than just the prices of different equipment.

Check the design and funding separately

Technical suitability and eligibility for funding are separate checks. Before committing to expenditure, confirm the applicable conditions, required documents and funding status with the municipality. The European recognition does not itself announce a new application period.

Gather available drawings, details of the equipment and records of the problems observed. CertiAmb can help develop and coordinate the engineering designs needed for the work, with a scope agreed for the individual building.
