Cartaxo's PDM: territory, environment and opportunities

Cartaxo's new Municipal Master Plan (PDM) does not only change what can be built — it also changes how the municipality looks at its territory, environment and economy. It was approved by the Municipal Council and the Municipal Assembly on 24 June 2026 and enters into force after publication in the Diário da República.

Building near the river: stricter and safer

In flood zones the rules tighten to protect people and property:

  • No basements in flood-prone areas.
  • Floor level above the flood line.
  • No new schools, care homes or hospitals in these areas.

A greener, more resilient municipality

The plan strengthens environmental protection and climate adaptation, with a 10-metre protection strip along watercourses. The goal is a territory more resilient to floods and droughts.

A clearer framework for tourism

The new PDM creates a clearer framework for tourism investment in the municipality, giving predictability to those developing accommodation and facilities.

Agriculture gains space: the index for greenhouses rises from 0.05 to 0.60, opening the way to protected agriculture and larger-scale farming projects.
