A client interested in acquiring Plot no. 15, in Azinheira dos Barros, contacted CertiAmb before making an offer. He intended to build a T3 house (three bedrooms) for permanent residence, with an approximate area of 140–150 m², and wanted to understand whether the parameters published for the plot were compatible with that objective.
He had the tax register and land registry identification and municipal information with specific parameters for the plot. He did not yet have the up to date certidão do registo predial (land registry certificate), the title and plan of the loteamento (subdivision), nor the zoning and constraints extracts for the parcel.
The residential objective of 140–150 m² finds preliminary support in the published parameters. However, the exact solution depends on validating the loteamento (subdivision), the buildable envelope, the 1,5 floors rule, the semi-detached link with Plot 14 and the applicable parcel plans.
The question was no longer simply "can I build?". The information available indicated that there was residential capacity in principle. The decisive question became: "does the house I want fit within the envelope and the binding conditions of this plot?"

Do an old PIP and large advertised areas confirm the potential of the property?
A client interested in acquiring a rural property of about 55 hectares, in São Francisco da Serra, contacted CertiAmb before making an offer. The listing mentioned a PIP (prior information request) and set out different possibilities for building and use.
The client wanted to understand whether those possibilities were still valid, which areas were actually supported and which risks should be clarified before the purchase.
The listing and the summary of the PIP indicated a potential that justified analysis, but they did not allow the areas and uses presented to be treated as current, confirmed rights. The decision depended on consulting the municipal file, on the validity and scope of the PIP, on the PDM (municipal master plan) currently in force and on the parcel overlaps.
Preliminary compatibility: amber Sufficiency of the evidence: grey
The PIP was stated as registered on 13 June 2023. Its actual effect for a later operation could not be assumed without consulting the municipal file and verifying the acts carried out within the applicable period.
The PDM in force at the date of the analysis was no longer the same framework that existed when the PIP was submitted. The new PDM for Santiago do Cacém came into force in 2025, so it was necessary to distinguish the effects of the earlier PIP from the rules currently applicable.
549 500 m² × 0,2 = 109 900 m²
The listing presented 10 990 m² as the result. To arrive at that figure, the factor would have to be 0,02 and not 0,2. The area could not, therefore, be accepted without validating the source and the method of calculation.
45 m² + 16 m² = 61 m² · covered area stated: 96 m² · difference: 35 m²
The difference could result from annexes, undescribed structures, different measurement criteria or out of date information. None of these hypotheses should be assumed without land registry documents, plans and technical verification.
The existence of these regimes does not automatically mean that the whole property is blocked or that all the areas are available. The effect depends on the exact overlap between each constraint, each parcel and the specific siting of the operation.
The Property Check could not confirm the four scenarios as current building rights. It did, however, identify precisely why it was not safe to base an offer on the listing alone, and which documents and checks were needed to turn commercial potential into a technical conclusion.
The answer required more than a preliminary screening: it was necessary to analyse the PIP and its file, the law applicable over time, the PDM in force, the areas and calculations presented, the territorial constraints and different development alternatives.

What the two cases show
In the first case, the residential potential found support in the published parameters, but its exact configuration remained to be confirmed. In the second, the existence of a PIP and of large advertised areas was not enough to confirm the current potential of the property.
In both cases, the Property Check identified the appropriate next decision. Where the information available did not allow a safe conclusion, it showed why a deeper analysis was needed, without automatically starting any paid service.
After the Property Check
The Property Check does not create a compulsory sequence of services. The recommendation depends on the property, on the buyer's decision and on the questions that need confirmation.
